The HomeLink Clinical Manager is given the authority to handle personnel, scheduling, and patient related issues within the parameters determined by the Director and works with and supervises the other members of the HomeLink management team. The Manager must have knowledge of reimbursement for the Home Health and Hospice departments and ability to work with insurance companies and other third party reimbursers to ensure appropriate payment for services provided. The HomeLink Clinical Manager, under supervision of the Director of Community Services and Respiratory Therapy, assumes responsibility for management of the HomeLink Department's human, fiscal, technological, and other key resources, and actively promotes HomeLink services to physicians and community agencies. The Clinical Manager will represent the Home Health and Hospice departments at key hospital committees as assigned. The HomeLink Clinical Manager is actively involved in hiring, counseling and disciplining staff and will perform staff evaluations as assigned. As a member of the HomeLink Administrative Team, the Clinical Manager will share after hours and week-end on-call coverage and will cover the Referral Coordinator's job duties in his/her absence. Direct supervision of the HomeLink Clinical Manager is provided by the Director of Community Services and Respiratory Therapy. The HomeLink Clinical Manager is a member of the Leadership Team and the Nursing Leadership Team and has full access to all meetings, forums and education/development activities as specified by the Director. In the absence of the Director, the HomeLink Clinical Manager has the authority and responsibility for clinical decisions and appropriate notification of administrators.  KNOWLEDGE/EXPERIENCE: Three years experience in supervision/management preferred. At least three years experience in Home Health and Hospice at a supervisory level required. Must demonstrate competency in computer skills and ability to learn and monitor effectiveness of software programs integral to the department's operation. Knowledge of regulatory and reimbursement for home health, hospice and oxygen services desirable.  EDUCATION: Bachelor's Degree in Nursing, Physical Therapy or Health Care Management/Administration preferred  LICENSE/CERTIFICATION/REGISTRY: Active Registered Nursing or Physical Therapy License in the state of Montana. Two high profile executive level positions for  Directors of Nursing are available for a leading long term acute care hospital in southern California. Both positions are with-in the main facilities family of hospitals, and both are located with -in a one hour drive of  Long Beach, California. With  less than 150 beds currently, this hospital is growing, and has passed the planning stages of an addition to its main campus.  The hospital opened and  began healthcare services over 70 years ago and has a long history of  exceptional service to southern California residents. The main campus is nestled amongst 50 ft palm trees and decade's old oak trees, to provide a beautiful resort like setting.  The main campus is located with -in a short distance to beaches, major entertainment venues, and moderate to high end luxury housing, in beautiful neighborhoods.   The hospital has two  Director of Nursing positions to fill immediately! One position in the main campus hospital and one is in a satellite hospital about 30 minutes away from the main campus.    The Clinical Director of Nursing is responsible for the 24-hour direction and coordination of nursing care for assigned unit/department. Experience with adult critical and / or long term care is necessary. The Clinical Director manages licensed and unlicensed clinical personnel on a unit.  Consults with staff, physicians, management team on nursing problems and interpretation of facility policies to ensure patient needs are met.  Maintains appropriate staffing and oversees clinical quality.  Ensures policies and quality standards are met.  Development / implementation of department policy and procedures, establish and monitor nurses performance standards. Full fiscal responsibilities including department annual budget, scheduling requirements for maximum efficiency, and identifies strategies for cost reduction and quality improvement. Strategically plans and organizes department operations, resource allocation, and service plans in accordance with hospital's mission. Will oversee a staff of 22 FTE's at the satellite hospital or 32  FTE's at the main campus location.  The main campus responsibilities include a 6 bed ICU  and 2 nd floor med / surg  unit. JOB Description Under the general direction of the Assistant Administrator of Clinical Services/Chief Nursing Officer, serves as the primary nursing operations leader to identify and implement systems and processes that support and promote effective and efficient patient flow/throughput across the healthcare continuum. Develops, implements, leads, and evaluates systems and processes that will optimize the interdisciplinary approach to the patient experience resulting in optimal clinical outcomes, appropriate utilization of resources, and appropriate and accurate reimbursement.   The Director will provide leadership, communication, and supervision to the department staff to ensure regional strategic initiatives are operationalized.  The position will be directly responsible for: ~	The Emergency Department ~	Hospital Administrative Supervisors ~	Staffing office ~	Float Pools ~	Transport Lift Teams ~	Care Coordinators ~	Hospital Social Work and Emergency Psychology Services ~	Other departments as assigned   Essential Functions ~ Develop, implement and maintain systems and process that will optimize the interdisciplinary approach to patient flow/throughput while maintaining high quality patient care and improving operational effectiveness.  ~ Identify and implement strategies consistent with the regional strategic plan with a focus on quality outcomes, reduction of length of stay, medical necessity and level of care. ~ Identify and champion new programs, systems, processes, and organizational initiatives which improve clinical and financial outcomes.  ~ Provide direction to and is accountable for assigned department's operational, quality, service and fiscal results. ~ Collaborate with the Professional Staff to maintain acceptable standards of medical care, treatment, patient safety and hospital services for all persons admitted to or treated in the Hospital.  Basic Qualifications ~ Bachelor's degree in nursing and a Master's degree in Nursing, Business Administration, Healthcare Administration or related field. ~ RN (without a Bachelor's degree in Nursing) with a Master's degree in Nursing ~ 5 years experience of middle or senior management experience in a progressive medical center. ~ Proven ability to analyze date and make appropriate recommendations based on that data. ~ Knowledge of process improvement and change management methodologies. ~ Experience with strategy development and systems theory. ~ Superior written and oral communication. ~ Minimum 8 years experience in hospital or healthcare setting ~ 5 or more years management experience in leadership role in healthcare organization ~ Budget development ~ Demonstrated ability to lead system wide initiatives, interacting across multiple divisions and departments. ~ Must have current Oregon and Washington RN license upon hire. ~ Must obtain BLS with AED Certification within 30 days of hire Preferred Qualifications  ~ Master's degree in nursing or related field ~  Knowledge: Labor relations in union environment.
